Guadalupe MU Wins Final Austin City Council Approval

Austin City Council approves the 7003–7007 Guadalupe Street mixed-use entitlement on third reading, advancing a transit-oriented redevelopment opportunity in North Central Austin.

The Austin City Council approved the final land-use and zoning actions for the Guadalupe MU project at 7003, 7005 and 7007 Guadalupe Street, completing a multi-stage entitlement process led in significant part by Jerry Perales, P.E.

Council considered the project through two companion cases: NPA-2024-0018.01, amending the Brentwood/Highland Combined Neighborhood Plan to designate the property for Mixed Use, and C14-2024-0036, rezoning the property to CS-CO-ETOD-DBETOD-NP, Subdistrict 2. The project is owned by Purple Square One LLC, with Lan Chen identified in the City record for the zoning case.

The approval is particularly notable because City staff had recommended against the requested Mixed Use future-land-use designation, recommending Multifamily Residential instead. Council nevertheless advanced the project through all three readings. First reading passed 9–1 on July 23, 2026, followed by an 11–0 second-reading vote on August 27, 2026, before final action on September 10.

During the final Council proceedings, the Mayor Pro Tem also publicly recognized members of the project and City team for their work reaching an agreement on the project, including Jerry Perales, P.E. The final agreement included coordination surrounding a new pedestrian connection between the project area and the adjacent park, demonstrating how engineering, entitlement strategy, City coordination and stakeholder engagement can work together to resolve complex development issues.

For Perales Engineering, Guadalupe MU reflects a core approach to land development: protect the project, solve the difficult problems early, and work collaboratively with the client and public agencies to create a viable path forward.
